@ ringwind: I don't know the details of the criminal case that Mr. Howard is attempting to get the Missouri State Attorney General's office to investigate, but he might have other options if his case involves "corruption," as follows:
(1) Mr. Howard can take his evidence to the local grand jury in the region where the crime was perpetrated. If the Grand Jury is not able to get the local District Attorney to investigate it, then they (the Grand Jury) can take it to the State Attorney General for investigation. (2) Mr. Howard can take his evidence to the Congressman who represents his district, in which Mr. Howard is a constituent, and ask the Congressman to assist him in expediting an investigation of the crime. (3) Mr. Howard can take his evidence to the House Committee on the Judiciary which investigates corruption within the DOJ and other government departments.
Does anyone else have suggestions at this Forum?
