I have no idea about PROMIS in Panama, but I remember watching the O.J. Simpson trial and Judge Ito said to somebody to do a "PROMIS-search" on so-n-so during the lunch break. I was surprised to hear that! BTW, have you ever seen the Academy Award-winning documentary "The Panama Deception"? Yikes! In one of Riconosciuto's interviews he talked about laser weapons (I believe he referred to it as "blue light" because the beam is blue), and in The Panama Deception there is some talk of laser weapons being used there by the U.S. military, cutting cars in half, and so forth. They even showed a corpse in the street that was allegedly shot with a laser. He looked like melted silly putty.

It would be interesting to learn if PROMIS was also found in Osama Bin Laden's computers that were seized at his home in Pakistan at the time of his killing by the Navy Seals?
If you've read The Last Circle, keep in mind that the William Weld memorandum (photo on Pg. 449) indicated that PROMIS was distributed by the U.S. Attorney General's office to Sheik Klahid bin Mahfouz for "resale and general distribution as gifts in his region ---."
Adnan Khashoggi, Manichur Ghorbanifar and Richard Armitage were named as the brokers of this transaction in the memo. A couple of these guys were involved in the Iran-Contra Affair as key middlemen in the arms-for-hostages exchange. (PP. 53-54 of TLC).
Thus is is conceivable that PROMIS ended up in Panama as well.

There are two characters in The Last Circle with the last name of "Nichols." One is Cabazon tribal administrator John Philip Nichols. He is mentioned on Page 396 relative to doing business in Panama, etc. The other character is Robert Booth Nichols, who headed Meridian Arms which obtained the permits for the weapons demonstrations at Lake Cahuilla (Page 489) for the Nicaraguans.
I have no further information (other than what is printed in the book) on either of these now deceased "Nichols" characters relative to their involvement in Panama. If you come across any such information, by all means do share it with us here at the ARK Forum.
